New Delhi: Delhi Skill and Entrepreneurship University (DSEU) and the Knowledge Resource Centre Foundation (KRC Foundation) have signed a Memorandum of Understanding to collaborate on a wide range of academic, training, and developmental activities over the next five years. The MoU was formally executed on October 14, 2025. DSEU was represented by Prof. Gagan Dhawan, Registrar, DSEU, and KRC Foundation, Silchar, by its managing trustee Biswadeep Gupta.

DSEU, established by the Delhi government in 2020 to make skill-based education more aspirational and accessible, will work with KRC Foundation to enhance programs that link skilling with entrepreneurship and industry readiness. The Foundation, a Silchar-based consulting organisation with branches across major northeastern cities, works across media, communication, IT services, research, entrepreneurship coaching, and project consulting.

Under the agreement, the two institutions will partner in the North East Integration Rally 2026 (NEIR 2026), where DSEU will participate as the Academic Partner. The collaboration also includes showcasing developmental work done by the university and co-developing curriculum in employability training, soft skills, amateur radio, and adventure sports. Both sides will offer mutual access to facilities and jointly conduct short courses across the Northeast.

The MoU will remain in effect for five years and can be renewed for another five after a joint review. Either party may request termination with 30 days’ notice, while projects already in progress will continue unless mutually decided otherwise.

To oversee the collaboration, a Joint Monitoring Committee will be formed with equal representation from DSEU and KRC Foundation, including a Chair and a Liaison from each side. The committee will report to the DSEU Vice-Chancellor and the Managing Trustee of KRC Foundation.

The agreement also outlines the legal and operational framework governing the partnership. Each project will have separate commercial arrangements, and neither institution may use the other’s name or logo without prior written approval. Both sides will establish protocols for intellectual property rights, maintain confidentiality of shared information, and follow defined procedures for termination in case of breach.

The partnership aims to strengthen skilling initiatives, create new academic linkages in the Northeast, and open up wider opportunities for students, trainees, and young entrepreneurs across the region.
