Himachal Pradesh 99.55% literacy : Himachal Pradesh has succeeded in attaining a commendable 99.55% literacy rate through the New India Literacy Program of the Centre (ULLAS). This has earned him national acclaim in International Literacy Day, 2026.
The state was bestowed with the National Award in an event that took place in New Delhi on September 8.
Education Minister of Himachal Pradesh Rohit Thakur accepted the award on behalf of the state, giving due credit to the teachers, students, volunteers, and government servants for the feat. With this success, Himachal Pradesh becomes the second most literate state of the country after Goa, which boasts of a 99.7% literacy rate.
Himachal Pradesh Literacy Rate Reaches 99.55%
The current figure of 99.55% for literacy rate in Himachal Pradesh is a step ahead from the 99.3% figure of literacy rate that was reported when Himachal Pradesh became a completely literate state on September 8, 2025.
This has been made possible due to continuous work being done under ULLAS, which aims at making adults who are above 15 years of age literate. This initiative was taken up at the national level in 2022 and has been introduced in Himachal Pradesh in 2023-24.
94,930 Learners Registered Under ULLAS
From information provided by the state government, it has been found that 94,930 learners have been identified and registered on the ULLAS portal in Himachal Pradesh. On the other hand, 19,232 volunteer teachers have registered themselves and have been trained for the purpose of supporting literacy programs in the state.
The huge number of volunteer teachers has served an important function of providing access to learners, especially those who did not have access to schooling facilities in the past. The program highlights how community involvement can support government schemes in adult education and literacy.
ULLAS Goes Beyond Basic Literacy
Apart from improving basic literacy, the ULLAS programme aims at promoting lifelong learning and functional skills among the population.
After attaining 99.55 per cent literacy rate, Himachal Pradesh intends to move onto the path of digital literacy, vocational skills and learning beyond that. This is aimed at enabling the learners who have become literate in applying their literacy knowledge in real-life situations.
It is worth noting that the Centre has also made it clear that literacy needs to be seen as the tool for empowerment, respect and active citizenship, rather than mere reading and writing. This was discussed at the International Literacy Day 2026, in the National Celebration organised by the Ministry of Education.
State Sets 100% Literacy Target for 2026–27
However, despite achieving the 99 per cent literacy level, Himachal Pradesh is not halting its efforts for just meeting the existing goal. As per the Himachal Pradesh government’s objective, 100 per cent literacy will be achieved in the years 2026-27.
As the existing literacy level in Himachal Pradesh is 99.55 per cent, the gap left is only 0.45 per cent. Nevertheless, covering the last segment of people might become difficult, especially in identifying the learners from that segment.
Thus, the upcoming process will focus on maintaining the level of literacy and ensuring that learners acquire skills in addition to literacy.
National Recognition for Himachal's Education Efforts
In fact, the award received by the state government on International Literacy Day is an indication of the success of Himachal Pradesh in its education initiatives towards complete literacy.
It also reflects the significance of working together in cooperation between the state government, Education Department, teachers, and the community. The growth from 99.3 per cent to 99.55 per cent literacy rate in Himachal Pradesh from 2025 to 2026 is a step closer to complete literacy.
Now, when Himachal Pradesh aims at achieving 100 per cent literacy in 2026–2027, the focus will shift gradually from becoming literate to making sure that all learners have equal chances of learning throughout their life.
